The scattered orbitals spread across the system, settling in the outer planets and their gravity wells, while a small population remained in the Adrian orbit. The orbitals’ fortunes changed dramatically with the intervention of Biandra Speciovich. She utilized them as makeshift bases for launching devastating orbital strikes against the League, which had little capability to counter such attacks. The orbitals’ cost-effective deorbiting strikes proved highly effective, devastating the League’s fleets, factories, and airfields. The League's attempts to retaliate were hampered by Biandra’s extensive network of scouts and spies, making interception of incoming threats relatively easy. Despite the League's desperate measures, including deploying Armounauts in large numbers, Biandra’s elite teams ensured that these efforts were largely futile, leading to the League’s eventual defeat and the restructuring of Adria into the Venti Republic.
As the Venti Republic reorganized, the orbitals, now wary of the emerging new power, were incentivized by Biandra to deepen their cooperation. In exchange for their support, they demanded commitments to construct new habitats, secure their future, and ensure their jurisdiction over the Adrian orbit. This agreement established New Monaco as the first habitat constructed by the Republic, marking the beginning of a new nation. With fewer than 5,000 inhabitants before the habitat’s construction, New Monaco’s expansive and advanced infrastructure soon supported millions. The previous clan-based divisions were integrated into a unified populace, and as New Monaco’s wealth grew, it transitioned from a focus on factories and refineries to luxury sectors like casinos, resorts, and high-end apartments.
New Monaco’s architectural approach involved expanding its habitat by linking multiple drums in concentric arrays, creating a massive and interconnected superstructure. This design minimized its orbital footprint while supporting extensive population growth. Over time, New Monaco became a center of affluence, culture, and political influence, with its universities and media empire rising to prominence. Its media played a crucial role in promoting Venti expansion and shaping public perception, especially during the arrival of the Erudite and the subsequent development of the term “Temple.” Today, New Monaco wields considerable influence as a preeminent political and cultural force, with a formal role in the Venti Senate and a significant impact on interstellar affairs through its impresario office.
New Monaco Rarely uses Armournauts already having generations old contracts with Venti bands and the ability to call upon the The Senate guard. The exception of this is in the frontier where New Monaco has a number of corporate and colonial interests. New Monaco rather than expanding their borders has elected to finance the colonial efforts of other interplanetary nations in exchange for resource rights, exclusive trade contracts, corporate investment or other sizable returns on investment.
